Throughout my career, I’ve been driven by a desire to establish partnerships and enter into a dialogue with every member of our living environments, whether they are residents, representatives of organizations, elected municipal officials, school principals, teachers or merchants.

Alain Simoneau
Director

A career law enforcement officer, Alain Simoneau held the position of Chief Inspector with the Office of the Director and Relations with elected officials with the City of Montréal’s Police Department before his appointment to the position of Director of the Lac des Deux-Montagnes Police Board in January 2015. For six years, he was also chief of Neighbourhood Station 21 in Downtown Montréal, where he developed expertise in dealing with various issues and was responsible for ensuring order at major events. Holder of certificates in both industrial relations and human resources, Mr. Simoneau is currently pursuing university studies leading to a Bachelor of Human Relations.

HISTORY: From a Department to a Board

February 1992 – By delegation of jurisdiction, the Town of Sainte-Marthe-sur-le-Lac entrusted its police department to that of the Town of Deux-Montagnes, giving rise to the Deux-Montagnes/Sainte-Marthe-sur-le-Lac Intermunicipal Police Department. At that time, Deux-Montagnes had 17 police officers while Sainte-Marthe-sur-le-Lac had 9.

December 1st, 1997 – The Deux-Montagnes Regional Police Department was created while the municipalities of Pointe-Calumet and Saint-Joseph-du-Lac also delegated jurisdiction of their law enforcement services to the Town of Deux-Montagnes. At that time, Pointe-Calumet had 2 police officers during the winter months and 4 in the summer while Saint-Joseph-du-Lac was served by the Sûreté du Québec.

August 26, 2002 – The Deux-Montagnes Regional Police Department received approval from the Ministry of Public Security to provide Level 2 services on its territory, i.e.: the requirement to offer specialized services such as maritime suveillance, forensic identification, information, etc.

June 13, 2015 – The Minister of Public Security decreed the establishment of the Lac des Deux-Montagnes Police Board. Replacing the Deux-Montagnes Regional Police Department, its members include the municipalities of Pointe-Calumet and Saint-Joseph-du-Lac, as well as the towns of Deux-Montagnes and Sainte-Marthe-sur-le-Lac.

ADMINISTRATION
Yvon Lemelin, MBA, CPA, CA, director

The administration of the Lac des Deux-Montagnes Police Board may not be as visible as its policing services, but it is just as important, as it ensures that its police officers can carry out their daily missions. Four executive assistants, one archivist and two receptionists work daily under the direction of Yvon Lemelin, who ensures that administrative activities unfold smoothly while assuming the role of secretary-treasurer of the Board. This team manages the accounting, sees to technical and material needs, and handles all related requests resulting from a report (requests for information from the Direction of Youth Protection and other police forces, access to information, etc.). It also supplies the “Centre de renseignements policiers du Québec” (CRPQ – Québec Police Information Centre) and ensures strict follow-up on mandates, fingerprinting and the management of evidence.

Senior staff consists of the Board’s director, the chief police inspector and the chief investigative inspector. Inspectors ensure the efficient and professional operation of their respective departments. The director oversees the coherent operation of the police force as a whole. This team’s mission is to ensure that the Board provides the community with services that are competent, professional, and reliable.
